In relation to the Investigation of racist motive the GNCHR stated: Until recently, the racist motive was taken into account in the sentencing stage. Consequently, the investigation of bias motivation both at the stage of preliminary investigation ordered by the Public Prosecutor and at the stage of ex proprio initial investigation by the police becomes even more necessary. The GNCHR reports that it took a very long time for the three powers – legislative, executive and judicial – to acknowledge that there is organised criminal racist violence in Greece. The GNCHR highlights that the State should take up initiatives and prove that society cannot tolerate violence and racism.

Methodology (Qualitative/Quantitative and exact type used, questionnaires etc)

The present GNCHR Report draws upon the data available in the relevant Reports by Institutions participating at the GNCHR Plenary, such as the General Confederation of Labour of Greece, the Greek League for Women's Rights, the Panhellenic Federation of Greek Roma Associations, the Greek Division of Amnesty International, the Hellenic League for Human Rights, the Greek Council for Refugees and the Greek Ombudsman. Information on the implementation of the ICERD was also received by members of the Racist Violence Recording Network, which was set up at the initiative of the GNCHR and the Office of the UN High Commissioner for Refugees in Greece, such as Colour Youth.
